When Florida’s House passed HB 555 this spring, the headline seemed clear: Veterans would no longer pay the $75 fee for medical marijuana cards.( a second bill HB 887 that would have made the cost of Veterans Cards $15, also passed this year in the house and died in the senate) The state had listened. The barrier was falling.
But here’s what the legislative victory didn’t solve: the Veteran in rural North Florida who still has to drive two hours to find a doctor willing to certify them. The Veteran on a fixed VA disability income who now pays zero for the card but $300 for the doctor’s appointment. The Veteran whose job or family obligations make a weekday appointment impossible. The Veteran who has heard for decades that cannabis is dangerous and needs someone they trust, not a government agency, to say otherwise.
Policy creates the conditions for access. It does not guarantee it.
That’s why, as America celebrates 250 years of independence, Veterans Cannabis Care is launching an initiative to do what policy cannot: remove every remaining barrier between 250 Florida Veterans and the medical cannabis care they deserve. Over an eight-week period beginning August 15, we’re covering 100% of the costs associated with obtaining a medical marijuana card. Physician evaluations. State fees. All of it. We’re hosting events in Sarasota, Tampa, Orlando, Cocoa Beach, and Casselberry. And we’re creating a model that other states and organizations can replicate.
The Gap Between Policy and Reality
Since 2021, Veterans Cannabis Care has helped more than 1,000 Veterans access the Florida Medical Marijuana Program. We know the barriers because we hear them every day: the Veterans on waiting lists because there aren’t enough certified physicians; the Veterans in rural counties with zero access to care; the Veterans afraid to ask their VA doctor about cannabis because stigma persists in many facilities; the Veterans managing PTSD, chronic pain, sleep disorders, and anxiety with pharmaceutical cocktails that leave them numb, dependent, or both.
Florida’s legislature got it right: Veterans have served this country. They deserve healthcare options. But legislation that removes one barrier can leave dozens intact.
Consider the numbers. Nearly one in four unhoused Americans are Veterans. Suicide rates among Veterans run more than double those of non-Veterans. Up to 20% of Veterans seeking treatment self-report using cannabis for service-connected conditions. Yet access remains fragmented by geography, cost, knowledge, and cultural barriers that no single policy can erase.
When Arizona passed similar legislation reducing card costs, we watched carefully. The cost cut helped. But wait times grew. Physician availability didn’t expand. The infrastructure of access lagged behind the policy intent.
This is where organized, funded, sustained action steps in. Where movement begins.
The Model
The “250 Veterans. 250 Years.” campaign is intentionally structured around a principle: one Veteran honored for each year of American independence. It’s not arbitrary. It’s a statement about what we owe.
Eden Curated Cannabis and Marijuana Express M.D. have committed over $19,000 to make this possible. They’ve seen what cannabis can do for pain, sleep, and PTSD. They’ve chosen to act. Veterans Cannabis Care is coordinating the clinical side: identifying certified physicians, coordinating scheduling, handling logistics, and removing friction at every step.
The Veterans who participate don’t navigate a waiting list or a bureaucracy. They show up. They get evaluated. They get their card. They get access to the medicine they need. Eight weeks. 250 Veterans. Full cost coverage.
Is this a campaign? Yes. Is it also a scalable operational model? Absolutely.
Other organizations are watching. Other states are preparing. Veterans deserve to know this is possible.
Moving From Campaign to Movement
A single initiative reaches 250 people. A movement transforms expectations across a state, and then across the country.
The work Veterans Cannabis Care has done since 2021 shows the demand is real. Our waiting list is substantial. When we announced 250 spots, we knew they would fill. Veterans are ready. Communities are ready. The question is whether we, as advocates and partners, are ready to make access the default, not the exception.
That requires three things: funding that covers the full cost of entry; partnerships that bring resources and credibility; and the political will to keep building until no Veteran in Florida has to choose between other medicines and food.
We’re actively seeking additional sponsors, donors, and community partners. Every committed dollar expands our reach. Every organization that joins signals to Veterans that they are seen and valued. Success isn’t filling 250 spots. Success is creating a movement that ensures Veterans have access to the support and resources they deserve.
Respect Takes Many Forms
Respect is removing barriers that keep a Veteran waiting. Respect is funding care without asking them to navigate bureaucracy. Respect is saying, clearly and consistently: we see you. We honor your service. We will provide the care you’ve earned.
For 250 years, generations of Americans have answered the call to serve. As we mark this historic milestone, Veterans Cannabis Care is answering a call to them.
The 250 Veterans who participate in this campaign over the next eight weeks will get their cards. Many will get their medicine. Some will finally sleep. Some will manage pain without opioids. Some will find relief from conditions that have haunted them for years.
While this is the campaign, the movement is what happens next: when another state runs the model; when another organization funds it; when access becomes the expectation, not the exception; when every Veteran knows that their country has their back.
