Illinois Surpasses $1 Billion in Cannabis Sales So Far in 2024, Announces Governor

The cannabis industry in Illinois is creating increasing revenues, and it’s reached a milestone. Governor JB Pritzker recently announced in a press release that the state has hit over $1 billion in cannabis retail sales for the year by July 1st.

Illinois reached the milestone of $1 billion in cannabis sales almost two weeks earlier than in 2023. This total includes over $850 million in adult-use cannabis sales and nearly $150 million in medical cannabis sales. Fiscal Year 2024 saw total cannabis sales exceeding $2 billion, surpassing the $1.9 billion recorded in FY 2023 and $1.8 billion in FY 2022.

The cannabis industry in Illinois has grown since the beginning of adult-use legalization in 2020. Sales figures have steadily increased each year, reflecting both the growing acceptance of cannabis and the effectiveness of the state’s regulatory framework. The earlier achievement of the $1 billion mark in 2024 indicates sustained market expansion and consumer interest.

Data from the Cannabis Regulation Oversight Office shows that Illinois residents accounted for 81% of the total value of purchases in the first half of 2024. Out-of-state consumers made up the remaining 19%. The product breakdown was 49% cannabis flower, 32% vape products, and 22% edibles, with liquid edibles accounting for 1.1%.

Impact of Cannabis Sales Local Illinois Economies

The cannabis industry has become a significant driver of economic development in Illinois. The governor’s press release outlines that tax revenue generated from cannabis sales has led to more than $244 million in R3 Grants dedicated to economic development, violence prevention, and youth development in disproportionately impacted communities across the state.

Since legalizing adult-use cannabis, the cannabis industry has created over 30,000 jobs in Illinois. This includes positions in cultivation, processing, retail, and ancillary services. The growing number of cannabis businesses has also introduced a variety of unique products, offering consumers more choices and boosting local economies.

The release also outlines the Illinois Cannabis Social Equity Loan Program, which aims to connect people and communities historically impacted by cannabis-related arrests and imprisonment with opportunities in the legal cannabis industry.

“It is imperative barriers are removed to ensure workforces and industries reflect the diversity of the population who calls Illinois home,” said IDFPR Secretary Mario Treto, Jr. “We are already seeing the results of our efforts to accomplish this, and I am excited to see what the future holds for the cannabis industry across Illinois.”

To date, the state has issued nearly $22 million in forgivable loans to social equity craft growers, transporters, and infusers.

Beyond social programs, the government uses cannabis tax revenue to enhance public services such as healthcare, education, and infrastructure. This additional funding helps the state address pressing needs and create a more equitable society for all its residents.

Equitable Cannabis Industry in Illinois

Governor JB Pritzker has emphasized that Illinois aims to set a national standard in equity and economic justice within the cannabis industry. The state’s policies aim to support communities affected by the War on Drugs and ensure that people widely share the benefits of legalization.

“Illinois has the most equitable cannabis industry in the country and it’s growing and thriving,” said Governor JB Pritzker. “The increase in total adult-use cannabis sales, combined with the policies my administration is implementing to support communities ravaged by the War on Drugs, highlights how this emerging industry is helping us set a national standard in equity and economic justice. Growing sales in 2024 means cannabis tax revenue will continue to play a major role in righting decades of wrongs in the state’s criminal justice system.”

While Illinois has made significant strides in creating an equitable cannabis industry, challenges remain. Some social equity license holders have faced delays and bureaucratic hurdles, hindering their ability to launch successfully.

With 218 licensed dispensaries currently operating and more on the way, the Illinois cannabis market is set for continued growth. The increasing number of businesses and products available to consumers will drive competition and innovation, benefiting both the industry and its customers.

“More and more cannabis businesses opening their doors means more and more unique products for consumers to choose from,” said Cannabis Regulation Oversight Officer Erin Johnson. “We welcome these new opportunities for ownership and employment to help support individuals and communities across the state in undoing the harms from the War on Drugs.”
