Maryland Passes HB413 Bill as Family and Advocates Fight for Harold Jr.’s Freedom

Annapolis, MD — A powerful new law in Maryland, known as HB413, has been signed into law, opening a critical pathway for incarcerated individuals like Harold Morris III., who is currently serving a de facto life sentence for a non-violent cannabis offense. His father, Harold Morris Sr., a relentless and passionate advocate, worked tirelessly to ensure its passage with the steadfast support of national nonprofit Freedom Grow.

Harold III, a father of four and former community preacher and youth coach, has been incarcerated since 2018 – six years behind bars for cannabis charges in a state that has since legalized the very actions for which he was imprisoned. He is serving a 40-year suspended sentence with a 20-year mandatory minimum.

“This bill gives judges the power to correct past injustices,” said Mitzi Wall, Executive Board Member of Freedom Grow. “It was an honor to speak in support of The Harold Morris Bill in Annapolis, Maryland.  I have known the Morris family for several years and could not be more pleased that the Governor of Maryland signed this bill, which will allow judicial resentencing for marijuana convictions.  Harold Morris is a passionate advocate who fought tirelessly for the passage of this bill.”

The newly passed law allows for judicial resentencing, giving judges the discretion to release qualifying individuals immediately with time served or to reduce their sentence to one eligible for parole consideration. However, the judicial process can take several months to unfold. That’s why Harold Sr., alongside Freedom Grow Executive Board Member Mitzi Wall, who both testified powerfully at the bill’s hearing, is now urging the Governor to take immediate executive action and grant Harold Morris clemency. 

Freedom Grow has supported Harold’s family throughout this journey. His children are on the organization’s Outreach Program list, and every year, Freedom Grow sends them gift cards to remind them they are not forgotten and to help them feel connected to their missing father.

Sherrie Miller, Harold III.’s fiancée and co-defendant, has attended numerous Freedom Grow events, passionately advocating on his behalf. From statehouse hearings to rallies in front of the White House, Harold’s story has been shared nationwide, gathering hundreds of clemency support letters from concerned citizens and fellow advocates. 

Sherrie says, “In Harold’s trial, the judge stated on the record he had no choice by law but to give him that much time. The new law is a game changer and allows the sentence to fit the situation and the offender. Such a huge relief to know this nightmare will soon be ending and Harold will be coming home!
