The New Jersey Cannabis Regulatory Commission (NJ-CRC) recently announced a multi-phase application window for delivery, wholesaler, and distribution licenses that will prioritize social equity businesses first.
Social equity applicants are individuals who have been convicted of marijuana offenses in the past or those who live in economically disadvantaged areas of the state. The goal of this announcement is to create a fairer playing field and offer opportunities to those who are usually not represented in the cannabis industry. New Jersey Cannabis Regulatory Commission
New Jersey’s cannabis industry was officially launched in April 2022 when the state legislature approved a comprehensive bill to legalize adult-use marijuana. As part of this legislation, the state established the NJ-CRC to oversee regulating and enforcing the legal cannabis market. The commission is tasked with creating an equitable and transparent business environment that encourages investment and access to the cannabis industry.
This new announcement from NJ-CRC (New Jersey Cannabis Regulatory Commission) is part of their commitment to increasing equity and opportunity in the state’s legal marijuana market. Starting September 27th, they will be accepting applications for delivery, wholesaler, and distribution licenses from social equity applicants.
The intention of this policy is to increase the number of businesses run by people with prior cannabis convictions and those who live in economically disadvantaged parts of New Jersey. The NJ-CRC also noted that social equity applicants must meet different requirements than diversely owned businesses, which include companies owned by women, minorities, or disabled veterans.
The commission’s policy also highlights the importance of businesses located in “impact zones,” nearly 90 towns that meet criteria based on population, marijuana-related arrests, crime index, and unemployment rate. The goal is to provide greater access and opportunities to cannabis business owners who live and operate in these areas.
The Application Process and Timeline
Social Equity and Diversely-Owned Businesses will be given priority review and approval as the application opens for an exclusive 90-day period – from September 27th, 2023, to December 26th, 2023. While still accepting applications from Social Equity Businesses, applications from Diversely-Owned Businesses will begin to be accepted for another 90-day period from December 27th, 2023, to March 26th, 2024. Beginning on March 27th, 2024, the application process will open for all other applicants per the NJ Regulatory Commission.
The licenses available for applications are Class 3, 4, and 6.
- A Class 3 Cannabis Wholesale license allows the holder to store, buy, and sell bulk cannabis and cannabis products.
- A Class 4 Cannabis Distribution license allows the holder to transport bulk cannabis and cannabis products between cannabis cultivators, manufacturers, or retailers within New Jersey.
- A Class 6 Cannabis Delivery license allows the holder to transport retail-purchased cannabis and cannabis products to consumers.
“The launch of these new cannabis business license classes represents a significant step in the continued growth and diversification of New Jersey’s cannabis industry,” said Commission Chairwoman Dianna Houenou. “We now have more medicinal and recreational businesses open, so applicants for these additional license classes have a more robust industry to serve.
