As Brian Keith, founder of Rooted In dispensary in Boston, pointed out, tourists and renters often have no legal place to smoke or vape. “Tourists always ask, where can I smoke this? Where can I consume this?” Keith told WBZ.

Providing on-site consumption options helps businesses meet a clear customer need and provides a solution for those who can’t consume at home due to rental agreements, family situations, or lack of privacy.

Beyond providing a safe haven, these lounges will also create significant economic opportunities. They represent a new revenue stream for both the state and local municipalities through taxes and licensing fees.

Furthermore, they will stimulate job growth and encourage entrepreneurship, with the first round of licenses specifically reserved for members of the CCC’s social equity program. This is a crucial step toward ensuring that communities disproportionately harmed by the war on drugs have a fair chance to participate in the legal market.

Kimberly Roy, the CCC’s health and safety commissioner, stated that establishments “cannot co-mingle alcohol with cannabis at their sites” and must serve food and water. These measures are designed to create a controlled environment that prioritizes public health and safety.

What’s Next for Massachusetts?

Although the CCC will likely approve the regulations this week, the first cannabis lounges won’t open their doors for some time. After the vote, the CCC will send the regulations to the Secretary of State’s office for printing.

From there, municipalities will need to opt-in and establish their own local licensing procedures. Authorities could issue the first licenses within several months.

More than a dozen other states already allow some form of social consumption, and their experiences will provide valuable lessons for Massachusetts. By learning from these, the state can implement a model that is both successful and sustainable.
